UNFCCC, the United Nations Framework Convention on Climate Change is an international environmental treaty, which currently has 197 parties. This treaty was negotiated at the United Nations Conference on Environment and Development (UNCED), popularly known as the Earth Summit, held in Rio de Janeiro in 1992.
The UNFCCC is legally non – binding and it is operationalized by the Kyoto Protocol, adopted by the parties at COP3 in 1997. It was adopted in Kyoto, Japan and entered into force on 16 February 2005. India ratified Kyoto Protocol in 2002. USA never ratified Kyoto Protocol.
